Pakistan announces highest ever Rs 435
billion PSDP for FY 2006-07

ISLAMABAD: The government
on Monday announced the highest ever Public Sector Development Programme (PSDP)
for FY 2006-07 at Rs 435 billion (gross), with a federal share of Rs 320
billion and focus on infrastructure and social sector development.
The allocation of Rs 435 billion under the PSDP 2006-07 shows an increase of
59.9% when compared with Rs 272 billion of PSDP in 2005-06.
The federal PSDP at Rs 320 billion for 2006-07 is also 56.9% higher than the
previous year's budget estimates of Rs. 204 billion.
The federal ministries/divisions have secured a share of Rs 171 billion in
PSDP 2006-07, which is 25.3% higher over the budget estimates of 2005-06.
The Corporations' PSDP 2006-07 has been placed at Rs 48 billion indicating
an increase of 32.8% over budget estimates of 2005-06.
Special programmes have been allocated a sum of Rs 84 billion in PSDP
2006-07, which includes Rs 50 billion for Earthquake Rehabilitation and
Reconstruction Authority (ERRA).
An amount of Rs 17 billion has been provided in the budget 2006-07 for the
development of Special Areas i.e. AJK, Northern Areas and FATA which is
higher by 23.5% as compared with budget 2005-06.
The provincial programme for 2006-07 has been kept at Rs 115 billion which
is 69% higher than the budget estimates of Rs 68 billion in 2005-06.
The PSDP 2006-07 provides budgetary resources for development projects and
programmes, with the main thrust on achieving the development objectives set
out in the MTDF including economic growth, reducing poverty, achieving MDGs,
good governance, ensuring equitable development of regions, developing human
capital and facilitating growth of the private sector.
To this end, adequate provisions have been made including investment in
human resource development and physical and technological infrastructure.
The key theme of the new PSDP is "development with equity."
Commitments for major on-going projects have been protected and high
priority new projects catered for in the PSDP 2006-07.
As the financial year 2006-07 is the 2nd year of MTDF 2005-10, the PSDP has
been formulated with the objectives to reduce poverty, achieving the MDGs,
ensuring equitable development of regions and various social groups,
empowering women and minimizing wastages.
Its strategic thrust is to facilitate the development of human capital and
facilitate private sector as the engine of growth. To this end sufficient
investment has been provided in physical, intellectual and technological
infrastructure.
The government's overall target to maintain and sustain the economic growth
rates between 6 to 8 percent was in accordance with the Medium Term
Development Framework (MTDF) and the Vision 2030, with focus on knowledge-
based economy and benefit from the globalization.
In order to successfully achieve targets set under the Millennium
Development Goals (MDGs), the government was following a comprehensive
strategy, with focus on energy security, water security and food security.
A total of 1885 short-term, medium term and long-term projects are covered
under the PSDP for 2006-07, as against the last year's 1512 projects, of
which 302 are to completed by June 30, 2006.
Education
The government has allocated Rs. 6560.258 million for education in Public
Sector Development Programme (PSDP) for the Financial Year 2006-2007.
The allocation includes Rs. 3818.576 million for on-going projects and Rs.
2741.682 million for new ones.
According to Public Sector Development Programme (PSDP) 2006-07, among other
new projects, a total of Rs. 2.000 million have been earmarked for Prime
Minister's Merit Scholarships for Tribal Areas.
Similarly, the PSDP says that Rs. 15.000 million have been allocated for
provision of quality education facilities for 200 Tribal students from FATA
in settled areas outside North West Frontier Province.
Moreover, for capacity building teachers training institutes of Ministry of
Education and training of elementary school teachers in ICT, FATA, NA, AJK,
Punjab, Sindh, NWFP and Balochistan, Rs. 134.000 million, Rs. 604.000
million, Rs. 252.000 million, Rs. 207.000 million and Rs. 117.000 have been
earmarked.
While a total of Rs. 35.475 million have been allocated for rehabilitation
of damages caused by the earthquake on October 8 last year to educational
institutions under Federal Directorate of Education.
Higher Education
The government has enhanced the allocation for higher education and
earmarked Rs. 16.3 billion for 369 projects in the Public Sector Development
Programme (PSDP) for financial year 2006-7.
This allocation includes Rs. 11.423 billion for 209 ongoing projects while
Rs. 1.832 billion for 62 new (approved) and Rs.3.044 billion for the new 98
(unapproved) projects.
According to Public Sector Development Programme (PSDP) 2006-07, the main
emphasis would be laid on human resource development and faculty development
by initiating Masters, M.Phil, PhD and post-doctoral programmes at
indigenous and international level.
The scholarship programmes have been developed and are being developed for
students to attain Ph.D degrees both within, as well as outside the country.
The ongoing scholarship schemes would be continued and new scholarship
schemes will also be initiated to train students in key areas.
Besides allocating huge amount for various scholarship schemes and other key
areas, the government has earmarked Rs. 746 million for establishment of
National University of Law at Islamabad with four campuses at provinces and
acquisition of land for establishment of Engineering University at Islamabad
in collaboration with foreign universities.
The other areas of focus regarding infrastructure include physical
infrastructure, electronic access highway, curriculum and distance education
mechanism.
The universities will be encouraged to send their students on internship to
industry and public/private sector organizations to gain practical
experience.
The universities will also be encouraged for entrepreneurship, which
includes support for the teaching of entrepreneurship related skills at
universities and set-up of subsidized research and development facilities.
The universities will also be assisted in identifying areas requiring
reform, identifying best practices, and suggesting mechanisms for
improvement.
The central resource facility would be provided to all university faculties
to assist them with the development of research projects, negotiate research
contracts and enhance the ability of the faculty to attract research and
development grants.
Under PSDP for the next fiscal year, Rs. 150 million have also been
allocated for the development of AJK University, Muzaffaarabad (phase ll).
Defence Division
The government under the Public Sector Development Programme (PSDP) 2006-07
has allocated Rs 1303 million for 50 projects in the Defence Division
sector.
Out of the total allocations Rs 637.17 million are for 34 new projects while
Rs 666.62 million for 16 on-going projects.
The allocations under the new projects head include Rs 10.40 million for
construction of residential quarters at Met Colony Karachi, Rs 8.16 million
for construction of residential accommodation at PMD Centre Lahore, Rs 20
million for establishment of Degree College Nowshera, reconstruction of
office building for CWO at Garri Dupatta, Rs 12.73 million for office
building of PBO at Muzaffarabad, Rs 11.27 million for reconstruction of Met
observatory at Balakot, Rs 8.73 million for construction of office building
for Mt office at Okara, and Rs 40 million for construction of HQ MSA
building Karachi.
The allocations also include development of various departments of SUPARCO
comprising, Rs 80.21 million for Human Resource Development under National
Satellite Development Programme, Rs 40 million for development of composite
pressure vessel, Rs 59 million for development of large Dia Rocket Motor
Casing using Marging Steel, Rs 55 million for upgradation of Quality
Assurance and Quality Control Labs, Rs 85 million for Know-How Development
and Capacity Building in Satellite Engineering and Technology, Rs 41 million
for monitoring of lonoshoric and geomagnetic variations, Rs 14.70 million
for satellite environmental validation and testing facility (Phase-I), Rs 22
million for fog aerosol characterization source apportionment and impact
study, Rs 10 million for development of flexible bearing and Rs 50 million
for upgradation of propellent testing facility.
Major allocations under the head of on-going projects include, Rs 38 million
for training in advance engineering and technologies H-11/4 Islamabad, Rs
29.39 million for national centre for drought and environment monitoring and
early warning, Rs 111.36 million for upgradation and strengthening of
seismic network of PMD, Rs 297.49 million for Pak-Sat-I, Rs 100 million for
new Gwadar International Airport, and Rs 20.39 million for Automation of
Administration Functions Projects.
Water and Power
The government has allocated Rs. 47749.730 million for Water and Power
Division (Water Sector) in Public Sector Development Programme (PSDP) for
the fiscal year 2006-07.
According to Public Sector Development Programme (PSDP) 2006-07, the
allocation includes Rs. 44521.600 million for ongoing projects and Rs.
3228.130 million for new projects in Water and Power Division.
In total allocated amount, Rs. 3037 million includes as foreign loan for
on-going projects while Rs. 70.000 million allocated as foreign loan for new
projects.
In new projects, an amount of Rs. 950 million has been allocated for Normal
Annual Development programme (Emergent Flood Schemes) while Rs. 750 million
allocated for rehabilitation of irrigation infrastructure in NWFP.
Similarly, the government has allocated Rs. 330 million for Chashma Right
Bank Canal (First Lift) Project, D.I.Khan, NWFP. An amount of Rs. 200
million has been allocated for Makhi Farash Link Canal Project (Chotiari
Phase-11), Sindh.
Other major new projects in PSDP include: Second Flood Protection Sector
Project (allocated amount Rs. 150 million), Delay Action Dams (10) in
Balochistan (Rs. 100 million), Naji Gaj Dam, Sindh (Rs. 100 million), Bazai
Irrigation Scheme (Rs. 100 million) and Additional Works of Chashma Right
Bank Canal (CRBC) (Rs. 100 million).
Similarly, out of total allocated amount for on-going projects, an amount of
Rs. 11000 million has been allocated for raising of Mangla Dam.
In PSDP, the government has earmarked Rs. 5500 million for Kachhi Flood
Canal Project (Phase-1) while Rs. 3000 million allocated for National
Drainage Programme (NDP).
Other major on-going projects include: Extension of Right Bank Outfall Drain
from Sehwan to Sea, (RBOD-11) (allocated amount Rs. 3000 million), Gomal Zam
Dam (Rs. 3000 million), Irrigation System rehabilitation, Punjab (Phase-1)
(allocated amount Rs. 2787.700 million) and lining of irrigation channels in
Punjab (Rs. 1000 million).
Communications
The government has earmarked Rs.25558.000 million in the Public Sector
Development Programme (PSDP) 2006-07 for the Communications Division for its
various ongoing and new projects while Rs 25040.000 have been allocated for
National Highway Authority (NHA).
According to the budgetary allocations, out of total amount, Rs.18160.630
million is local component while Rs.7397.370 million is the foreign
component.
In the PSDP 2006-07,total ten new projects have been initiated by
Communications Division while number of the ongoing projects is five.
For new Communications projects, Rs 245.000 million have been earmarked in
PSDP 2006-07. Under the new Road Safety component under the NWFP Road
Development Sector project Rs 100.000 million have been earmarked with no
foreign component.
For another new project-- Enhancement of the Training Machinery Training
Institute (CMTI) Islamabad Rs.50.000 million have been allocated with no
foreign aid component.
For establishment of National Highway and Motorway Police Training Centre,
Sheikhupura, Rs 75.000 million have been allocated with no foreign aid
component.
Rs 20.000 have been allocated for establishment of Construction Machinery
training Centers in Quetta and Karachi.
For ongoing projects in the PSDP 2005-06 Rs.273.000 million have been
earmarked for Communications projects and no foreign component is involved.
For Acquisition of Land for Establishment of Police Posts and offices of
National Highways and pakistan Motorway Police along National Highway (N-5)
Rs 254.000 million have been allocated with no foreign aid component.
Rs. 23080.000 million have been earmarked for the ongoing 37 National
Highways Authority (NHA) projects with Rs 15693.630 million local component
and Rs 7386.370 million foreign loan component.
For three NHA new projects 15.000 million have been allocated with no
foreign aid component.
Similarly, Rs 1945.000 million have been allocated for NHA's unapproved
projects numbering 16.
Railways
A total of Rs 10.88 billion have been earmarked for the development of
Pakistan Railways under Public Sector Development Programme (PSDP) for the
next financial year.
The mega public sector organization would receive Rs 1.66 billion for 8 new
projects while Rs 9.28 billion for 19 on-going projects.
The new projects include, procurement and manufacture of 75 new diesel-fed
locomotives at cost of Rs 250 million, procurement and manufacture of 150
passenger coaches at the cost of Rs 250 million, replacement of signal gears
from Kotri to Rohri Rs 750 million, acquisition of land for dry port at Prem
Nagar Rs 250 million, rehabilitation of GMU Locomotives Rs 100 million,
feasibility study and investigation of defects of bridges and proposing
their remedial measures Rs 20 million, replacement of overhead wires on
Gopang-Dadu Section Rs 30 million and setting up of PMU Rs 14 million.
The major chunk of allocations goes to 19 on-going projects which includes,
track rehabilitation Rs 1.77 billion, procurement of 69 locomotives Rs 2
billion, procurement of 1300 high-capacity Rs 2.05 billion, procurement and
purchase of 1000 high capacity wagons Rs 1.10 billion, doubling of track
Lodhran - Khanewal section Rs 1 billion, procurement and manufacture of 175
passenger coaches Rs 180 million, rehabilitation of 450 passenger coaches Rs
132 million, doubling of track from Khanewal to Raiwind Rs 775 million,
provision of road over bridge connecting National Highway to Mehran Highway
at Hospital Chowrangi Karachi Rs 75 million, construction of underpass at
Okara Rs 35 million, and acquisition of land for Container Yard Gwadar rs 50
million.
Interior Division
An amount of Rs 8000 million have been earmarked under Public Sector
Development Programme 2006-07 for various new and ongoing projects of the
Interior Division.
The amount will be spent on 98 ongoing projects and 101 new projects to be
completed in various parts of the country.
In the new financial year, the Interior Division has allocated a sum of Rs
306.419 million for procurement of fire-fighting vehicles for Islamabad.
An expenditure of Rs 500.000 million have been allocated for establishment
of nationwide integrated trunk radio system for police: Islamabad,
Rawalpindi, Lahore, Karachi, Peshawar and Quetta.
The Interior Division will spend Rs. 270.000 million on Islamabad
Development package.
An amount Rs. 197.000 have been allocated for Machine Readable Passport and
Machine Readable Visa project (Phase-II).
Another major project will be the construction of parliament offices for
chairman standing committee of the parliament, to be completed at a cost of
Rs. 100.000 million.
Among the ongoing projects, an amount of Rs 1000.000 million have been
allocated for raising of Balochistan Constabulary, Balochistan and Rs
1000.000 million have been allocated for conversion of B-area of Balochistan
into A-area.
An amount Rs. 609.000 will be spent on machine readable passport project (IT
sector).
The Interior Division will spend an amount of Rs. 500 million on police
record and office management information system.
An amount of Rs 130.000 million will be spent on addition of 3rd land of
Murree road from Faizabad to Serena Hotel Islamabad.
Rs. 127.014 million will be spent on automated finger printing
identification system under PSDP.
Women Development
An amount of Rs. 269.873 million has been allocated for the 13 on-going and
four new projects of Women Development Division in the Public Sector
Development Programme (PSDP) 2006-07.
According to PSDP, Rs. 104.216 millions have been allocated for Gender
Reform Action plan in the category of on-going schemes while Rs 50.65
millions have been allocated for crisis centers for women in distress at
Lahore, Karachi, Peshawar, Quetta, Mianwali, Kohat, Vehari, Sahiwal,
Rawalpindi, Sialkot, Faisalabad, Multan, Bahawalpur, Mirwala, Hyderabad,
Sibi, Abotabad, Mirpur (AJK) and Nawabshah.
Likewise, Rs. 19 millions have been allocated for the community campaign to
prevent violence against women including media.
In the category of new schemes, Rs 22.565 million have been allocated for
the establishment of crisis centers for women in Distress at Jacobabad,
Khushab, D.G.Khan, Khuzdar and Swat (Mangora).
Similarly, Rs. 9.447 millions have been allocated for Aman Skill Development
Centre, Alipur Islamabad while Rs. 4.625 millions for Al-Noor Vocational
Centers (Skill Development Centre for Rural Women) , Sialkot.
Rural Development
Government has allocated a total of Rs. 530 million for local government and
rural development in the Public Sector Development Programme for the
financial year 2006-7.
The amount includes Rs. 30 million for two on-going and Rs. 500 million for
a new project.
Population Welfare
An amount of Rs. 4319.250 million have been allocated for 24 on-going
schemes and Rs. 49.760 millions for three new schemes of Population Welfare
Division in Public Sector Development Programme (PSDP) 2006-07.
According to details of the on-going schemes, Rs. 1389.070 millions have
been allocated for Population Welfare Programme Punjab, Rs. 695.060 millions
for Population Welfare Programme Sindh, Rs. 419.310 millions for Population
Welfare Programme NWFP and Rs. 292.720 millions for Population Welfare
Programme Balochistan.
Likewise, Rs. 438.590 millions have been allocated for the population
Welfare Programme Federal, Rs. 51.640 millions for Population Welfare
Programme FATA, Rs. 39.510 millions for population Welfare Programme
Northern Areas, Rs.72.320 millions for Population Welfare Programme AJK and
Rs. 29.990 millions for population Welfare Services in Islamabad.
Similarly, Rs 114.520 millions have been allocated for construction of
population house at Islamabad, Rs. 52.100 millions for construction of
buildings for population welfare training Institute Lahore and Rs. 37.070
millions for construction of office/hostel/residential buildings for
population welfare training Institute Karachi.
According to the details of new schemes, Rs. 24.070 millions have been
allocated for reproductive health training Center Islamabad, Rs. 22.690
millions for establishment of seven revenue districts in Sindh and Rs. 3
millions for up-gradation of NRIFC Karachi.
Narcotics Control
The government has allocated Rs 156.910 million under Public Sector
Development Programme 2006-07 for various new and ongoing projects of the
Narcotics Control Division.
The amount will be spent on nine ongoing projects and two new projects, to
be completed in various parts of the country.
In the new financial year, the Narcotics Control Division has allocated a
sum of Rs 17.800 million for Kohistan areas development project and Rs.
17.200 million for Kala Dhaka Area Development Project (Phase-I).
The Narcotics Division has allocated an amount of Rs 121.910 million for
ongoing projects, including construction of ANF complex at Quetta, Model
Addiction T & R Centre in Islamabad and Quetta.
Social Welfare
The government has earmarked Rs. 299.375 million in the Public Sector
Development Program (PSDP) 2006-07 for the Social Welfare and Special
Education Division for its various ongoing and new projects.
According to the budgetary allocations, the total amount is local component
while there is no foreign component.
In the PSDP 2006-07, total fifty two new projects have been initiated while
number of the ongoing projects are 35.
Under the new project for external development and land scalping of Housing
Colony for Teachers of Director General Special Education (DGSE) Rs. 8.000
million have been earmarked.
Similarly for the construction of Housing Colony for teachers and staff of
DGSE Rs. 5.000 million have been earmarked and no foreign component is
involved.
For pilot project for up-gradation of Institute of Physically Handicapped
Children from Primary to Secondary Level in federal Capital, Punjab and NWFP
Rs. 7.500 million have been allocated in the PSDP 2006-07.
Rs. 1.400 million have been earmarked for the establishment of Special
Education Centre for Hearing Impaired and Visually Handicapped Children at
Primary Level in Mardan, Faisalabad, Khuzdar and Nawabshah.
For ongoing projects in the PSDP 2006-07 Rs. 148.875 million have been
earmarked for Social Welfare and Special Education Division and no foreign
component is involved.
Information & Broadcasting
An amount of Rs 834.437 million have been allocated for 35 new and ongoing
projects of Information and Broadcasting Division during 2006-07 under PSDP.
Rs 699.437 have been allocated for 20 ongoing projects of Pakistan
Television Corporation with no foreign aid component involved.
Most of these allocations have been made for rebroadcast stations. Besides
Rs 300.000 million have been allocated for Replacement of Electronic
Equipments. Rs 160.000 million have been earmarked for TV Center Multan with
no foreign component.
For 15 new projects related to PTV and Radio Pakistan Rs 135.000 million
have been allocated having no foreign aid allocation.
Health
The government has allocated Rs.2495.540 million in the Public Sector
Development Programme (PSDP) 2006-07 for new projects especially provision
of diagnostic equipments, upgradation of hospitals and training and capacity
building of doctors and paramedics.
A budgetary allocation of Rs.8.514 billion has been made for completion of
ongoing schemes in the health sector during next financial year.
The new projects include provision of 64 Slice Helical CT Scan Angiography
equipment at Pakistan Institute of Medical Sciences (PIMS), AFIC Rawalpindi
and NICVD Karachi.
The provision of MRI and CT Scanner for Civil Hospital Karachi, Chandka
Medical College, Larkana, People Medical College, Nawabshah and Liaquat
University Hospital, Hyderabad will also be made under the programme.
An amount of Rs.200 million has also been earmarked for replacement and
purchase of equipment at NICVD, Karachi.
To cater the health need of the people of Balochistan, Rs.290 million will
be spent for operationalization of Sheikh Khalifa Bin Zayed Federal
Hospital, Quetta.
An amount of Rs.200 million have been allocated for up-gradation of National
Institute of Hearth Diseases, Rawalpindi while Rs.100 million will be
incurred on national maternal neo-natal and child health programme.
An Institute of Neurosurgery will be established in JPMC, Karachi at a cost
of Rs.150 million in the next financial year.
According to budgetary allocation, an amount of Rs.107 million spent on
installation of 1.5 Tesla MRI at 5 hospitals of NWFP.
The construction of a 400 bedded Fatima Jinnah Block in Sir Ganga Ram
Hospital, Lahore, 50 bedded hospital at District Kohlu, Balochistan and up-
gradation of existing hospital in Swat to 300 beds with essential facilities
will be made out of the budgetary allocation in heath sector.
For the completion of ongoing schemes, Rs.4 billion has been earmarked for
National Programme for Family Planning and Primary Health care.
A amount of Rs.1.2 billion will be spent for expanded programme of
immunization, control of diarrheal disease, National Institute of Health,
Islamabad.
Rs.181 million and Rs.198 million have been allocated for Reproductive
Health Project and National Tuberculosis Control Programme respectively.
Rs. 205 million for establishment of Cardiac Surgery facilities and Rs.228
million for establishment of Burn Care Center at PIMS, have been separately
allocated in the PSDP 2006-07.
culture Sports
Government has earmarked Rs. 437.033 million for Culture and Sports Division
in the Public Sector Development Programme (PSDP) 2006-7.
The amount includes Rs. 220.434 million for 16 new and Rs. 216.599 million
for 23 new projects.
Some new major projects include Laying of Hockey Turfs at Sargodha, Khuzdar,
Muzaffarabad and Gilgit costing Rs. 20 million each.
Rs. 12 million have also been enhanced for Construction of National Museum
Pakistan, Islamabad as well as Rs. 10 million for Establishment of Sports
Medicine Centre at Pakistan Sports Board, Islamabad.
Special Projects
An amount of Rs. 8.974.174 billion has been allocated for the on-going and
new federal-funded special projects in the Public Sector Development
Programme (PSDP) 2006-07 under Finance Division.
Major allocations with respect to the new projects in this segment of PSDP
2006-07 included Rs.1,389.563 nillon for Project for improvement of
Financial Reporting and Auditing Rs. 1.200 billion, Rs. 812 million for
Public Sector Capacity Building Project, Islamabad, Rs. 442 million for
Greater Quetta Water Supply - main
While an amount of Rs. 250 million has been allocated for expansion of Raw
Water Filtration Plant and Supply Network for Supplying Clean Water to
Hyderabad and Rs. 200.00 million for construction of Dual carriageway from
Gujrat to Salam Interchange through mandi Bahauddin, Rs. 150 million for
widening and remodelling of Roads and Intersection of Islamabad
International Airport Road from Jinnah Park Chowk to Flying Club.
Other on-going projects securing allocations in PSDP 2006-07 included Rs.
200 million for Construction of Bridge over Malir River connecting shah
Faisal colony and Korangi section. Rs. 242.035 million Project for Lyari
Expressway Resettlement proejct, Rs.360 million for TA for Local Goverment
performance Ehancement (ADB Assistance).●
